In order to improve the confidence of lightning risk assessment, based on the established risk evaluation index system for lighting disasters in Dalian, the quantification models applied to the evaluation method are explored, and the AHPbased determination method of weights of evaluation indexes are mainly focused. Using AHP to establish judgment matrix of indicators, the most noticeable characteristic of matrix root can be calculated. By means of the normalization and consistency method, the relative weight vector is obtained, and the level of lightning risk is determined. A typical example is used to verify the risk evaluation index system. The result shows that the risk evaluation index system is simple and practical for building lightning risk assessments.
